I think you can spawn troops on top of obstacles as you can now spawn on top of decorations. As for tesla, i guess if it hasnt appeared, then yeah. If its inside a compartment the size of a regular building, then you will see a spawn hole where you can spawn troops.

Troops can spawn on obstacles but I have noticed that the Clan Castle can't be launched on them. Earlier decorations used to stop spawns, but that was later fixed. In case of teslas, if they have been placed in a way that leaves a gap, you can launch troops there. Based on the way the base is designed, it makes it easier to break through the base. But be careful, sometimes people use that knowledge and place tons of traps around it.
