The star bonus thing is a fine idea for people who are able to attack enough to get more than 2 attacks in every day (ie people other than me and most people I play with). Anything to infuse more loot into the game considering the ease of taking.
The loot cart idea is unnecessarily complex. So... you get raided, and you lose loot, but you can re-collect some of the loot you've lost into your clan castle, that you can then collect again if you want to use it?
Ever since the dumpster fire update, I've always thought the simplest and most elegant solution was to make the town hall able to hold loot but go back to the old shield/snipe system. Even if you increased the loot held in the TH, if people want the cheap shield (shoot, make a sub-30% one-star shield only last 10h or 8h or something), there would be some loss to it. It probably wouldn't take too much effort to tweak the numbers to the point that constant 8h TH snipes would leave you with losing a similar amount to losing everything every 16h or most of your available loot every 12h.
I would greatly prefer the consistent expectations of 8h TH snipes, knowing how much loot I'd be losing, than the expectation that I'm losing 5-6k de a day with the stray hope that one of those attacks fails (but doesn't fail so hard I don't get a shield!).
