I'd love a game mode that allowed me to pick a th level and build a base with the buildings and heroes that come with that town hall. Then let me attack it over and over to practice strats against it. I am fine spending my own elixir to cook the armies to practice.

If you don't mind spending your own elixir this mode already exists, its multiplayer, if you skip enough you can find any style and lvl of base

That takes more currency than just elixir. It takes time, cups and gold as well.
