Yes, it will have international globals.
I suppose having them separated by language would be the only restriction, but you could still switch the language.
Think of English as global 1 and norsk chat as global 2.
You could switch between them fairly easily.

Which with a name like Phil is funny, because they all ask me if I am from the Philippines

I like the idea! Maybe 1000 people in a global is good. I mean, probably only 1-5% of people talk in global, and it's probably not even that many. That would mean that 10-50 people would be talking at a time. There could also be buttons that choose a global for you, and here are some ideas:

busy global-
Gives you a global with 800+ people

medium busyness global-
500-800 people

not busy global-
300-500 people

inactive global-
50-300 people

empty global-
0-50 people

There would also be certain globals for certain levels. Here is an example of the different global levels.

800-
any lvl

200-
lvl 25+

200-
Lvl 50+

200-
lvl 75+

100-
lvl 100+

50-
lvl 125
