In clan wars, my opponent clan uses their weaker players to attack our higher players. However, they get 0% and do not drop a single troop. Is this foul play?

Under the definition of SC, no. It could be reasonably assumed as such, though.
OP, this is really strange that they do not drop any troops. Maybe connection error? Usually bunny drop something.

They want to cover something. They are bunnies and want to say "we lost our connection".
