I looked at town hall 10 as the "end game" of clash. This is where you have all the attack units and all the defense units, and you start to pay much more attention to base design, leveling heroes, etc. Plus it's the point where you can start truly defending yourself, where before you know you can be rolled over at any time no matter what.
Before th11, an active player could get to this th10 "end game" in about six months without being notably rushed. But now, th10 is the new th9. The end game experience doesn't start until th11. I would guess that for even an active player, th11 is a 2 year endeavor. So now it takes 4 times as long to get to "end game" as it did before.
I think this may end up being a problem for clash. 2 years is a long time to play as an underling.
