Shield, am I missing something?

Okay so I got attacked 3 time all are above 30%, but didn't get any shield just guard. is this just something new again?

Let me guess. You're a defenseless? They have to deploy like 30% of their army or something as well. So if you are defenseless, like one of my accounts, you can get easily 2 and 3 starred with the attacker using hardly any troops therefore not giving you a shield. It's my biggest complaint about the new shield system and I see no connection to how many troops the attacker used to me getting a shield. If I get 3 starred I should get a shield no matter if it took a full war army or a 2 balloons.

Shields:

• No shield given from Town Hall destruction
• No shield given if attacker does not deploy at least 1/3rd of a full army
  
  • Full army: Maximum possible space of Army Camp, Heroes (weighted x25 space) and Spells of defender TH level
  
  
• 12 hours shield given at 30% destruction
• 14 hours shield given at 60% destruction
• 16 hours shield given at 90% destruction
