Every game I have played since the 90s has banned players from selling ingame items for Ral currency. Most stems from the company owning the digital property. Some sellers claim they are not selling the "item" but rather the time it took to obtain but in every case the game owners owe no reason to banning accounts. It is simply done at their discression.

The real question here is if you do sell your clan, how's SC supposed to find that out? Unless you email them and say it yourself...
This question has been asked before also and mods made very clear by giving TOS reference that,its against rules .i am feeling too lazy to search it for you,but yes its bannable offence

Since you can give the leadership to anyone you like, I don't think it's bannable.
Moreover it would be impossible for SC to prove the purchase, so I don't think they'd even try to forbid that.
Selling accounts may be against the TOS and get you (potentially) banned, but there are a lot of people still doing it.
I've known of a few people in clans I've been in who have either purchased or sold accounts. No one ever got banned.
