I've felt, from the very first sneak-peak, the December update was designed to dramatically slow down progress of the very aggressive players, albeit at the cost of almost eliminating progress by casual or occasional players.
The way that inactive bases are aggressively being dropped from MM appears to be a way to try and help the casual or occasional player not get too discouraged.
In the end, the circle of geniuses have done a fantastic job of alienating or pushing the rage button on a large section of every body of clash player, be it the war crowd, the trophy pushers or the farmers. It is just amazing how everything they attempted to remedy, has some level of fail associated with it.
Comical incompetence.
