Pre-update I was in champs using war armies and sniping when I ran into them. I kept all builders and lab busy 24/7.
Just after the update, I was able to maintain trophy count, but progress halted. Builders and lab went idle for the first time ever.
Admittedly, part of the problem was I played a lot less, but that was because it didn't feel like it was worth the effort - 2 steps forward, 1 step back. Then one day I decided to just go for it, and made an honest effort to get resources - boosted barracks, spells, and heroes for a few hours. End result? I made gold and de, but then flat out ran dry on elixir. It was a low point where I just gave up and purposely dropped just to seen how low I could go (I stopped when I got kicked out of bronze3).
Inadvertently, I ended up in silver and started milking. I'm making more resources than before the update - builders all busy (except 1 that is saved for dumping on walls and aq upgrades), lab running, even made major progress in walls. Also, upgraded my aq a ton (farmed the de, but gemmed a lot of the time down due to both war and not knowing when they will nerf milking).
However, this progress has come at a price. It's not fun and it takes a lot of playing in spurts (because if you stop with a lot of stored resources, you get hammered). I'm getting burnt out. At this point I'm just trying to get as many of the big upgrades out of the way, because unlike before the update, there is now a sense of urgency - I don't know when they will change things again and take this option away.
This is more of a personal issue/problem, but how I've been playing is totally not healthy. Good news is that break is almost over, so I couldn't continue this pattern even if I wanted to (which I don't).
So to answer your question, yes it is possible to keep everything busy by dropping and milking like crazy. But again, there is a price.
