Inactive bases get a lower priority and will not get attacked under nromal conditions. This is not a wild theory, but a fact. This is nothing new. Supercell has done this as long as I can imagine (I play nearly 2 years now). What happened is that because of the barracks boost the search queue gets empty again and dead bases start appearing again as most others are gone.
