If you dont have barracks maxed, I would use gems on troops or finishing barrack building. Train times are really slow while upgrading a barrack but it's really worth it later on.

use it to speed up cooking time only if you are a hardcore farmer
if not, just use for building up grade and maxed out first before up grade your TH
you don't want to be those TH9ers with only gold walls

I have 5 builders too and i use the gems i got left to finish upgrades when my storages are full
If you post screen shot of your base, you will get specific and better replies.
Anyways, if someone refers to builders as constructors (may be on purpose), it appears that he has not enough knowledge of the game. My suggestion will be maxing out your base (everything) before upgrading your town hall.
When you learn enough about the game, then spend the gems. No point in wasting them. What is important today may not actually be that important.
So, save your gems and use them when you got enough experience. Not patient, then post pic and we can help (pm me)

Upgrade Camps, mortars, wiz towers, point defenses, walls and others
Make sure to keep leveling those troops, it'll help you get all the loot you can get, espicially at that penalty your getting.
