if you farm really a lot and you're really active buy buildertime with your gems. if not just upgrade barracks, this is a pain in the ♥♥♥ to upgrade.
I would recommend walls because they are a pain to upgrade and take long while buildings are moe fun
Other than getting builders, people can't tell you what you want to gem. But when the time is right to use them, you'll know it.

Speed up upgrades if you have to go somewhere and it will finish soon. Boosting barracks is nice too.

Personally, I'd speed up necessary troop upgrades if there are any available. If you use archers a lot and they aren't the highest level they can be - make it happen with gems.
But it's all about what you believe you need most.

I like to spend gems on troop training. It makes farming very fast and easy. Also more effective cost wise (gem wise).
