You should join them and see what makes their clan good.
Who knows you might join them and find them to be pretty bad, numbers of members in a clan doesn't always means it's a good clan, it certainly looks better than no members from the outside though.
There are some tips to build a good clan
1) Don't EVER give someone free co and also elder (even if he say give me or i will leave, just kick them
2) Donate right troops, if someone donated you giants and you asked for wiz, kick them! Dont' worry about losing players, the players who dont follow rules have no mean to stay in a clan.
3) Start building your clan slowly, don't get like 50 people in a day, start with 10, and then stop recruiting for few weeks, and then recruit like 5 more people
4) Check players stats, like war stars, friend in need achievement which tells how much they donate. Set a donating target and who even dont donate, just kick them.
5) ONly give promotions who you think are loyal (Staying for a day, donating 50 troops doesn't mean they are loyal)
They must stay at least a season, which is a month and then promote someone to elder.

Also, COs are your core guys.... they get your wizards immediately etc. when they request and you cook more troops instead of raiding now. Clan comes first.
I'm a TH9 and find it hard recruiting and being a good leader. Here's my tips if you want a GOOD war clan:
You arent advanced enough. No TH6 can run a successful war clan. You dont know anything about intermediate or advanced war tactics, drags, dragloon, gowipe, gowiwi, or the more advanced holowiwi, goho, govalo, lavaloon, etc. You don't know how to build bases either. Pathing, double giant bombs, enemy troops movement, etc. You also need to consider clan castle troops and what works best in the current double OP poison world and analyze your likely opponents and know how they are going to attack. The days of max loons and wiz in clan castles is long gone.
A leader needs to lead by example and if you can't help your struggling 7's and 8's with experience you're useless to them. People won't join or stay in a legitimate war clan if their leader can't bust out the stars every war.
Go find a war clan. Active members, high war stars, level doesn't matter so much. Practice war attacks. Watch clanmates' attacks in war. The higher I get in the ranks the more I feel the leader needs to be as high a level as possible
If you want just a hangout clan then... who cares, just join anyone. Just dont give free CO or elder

Give up any desire to have a life outside of this game. Babysit your clan, give away tons of troops, forget about advancing your base. Never log out because people will start arguing and cause a clan split. Make sure you respond to every comment...or people will feel ignored and leave. Happy leading
