Do I have a better chance to find th9 as a th9? Am i going to find less th9 if I am a th10? Or above 3200 it doesn't matter? Can anybody confirm or point me where i can read about it?

the limit was set higher then 3200 after the update, but i dont think they stated the new one.

not anymore, you should still be able to find a good amount of th9s at 3200.. as soon as you reach the limit your search pool gets opend to find anyone regardless of th level
Per supercell, as long as you bear the champ badge (EDIT: note that it doesn't have anything to do with your actual trophy count), your matchmaking should not be affected by the th lvl restriction, but i do believe the reduction of the chance of seeing the th one lvl below applies to everyone.
but either way, as a th9 in champ 3, about 70%-80% of the bases on my search queue are TH10s

this is the latest statement... it was mentioned multiple times throughout the time during discussions.
- Multiplayer matchmaking is now less likely to offer targets at a 2-level Town Hall difference (only below Champion League)

Yes this is old news, but someone above mentioned that the limit has gone above 3200, and I recall no mention of that in any official statement.
