Valks are one of the most powerful troops in the game, ESPECIALLY at TH9.

Not sure if OP is serious or trolling. If serious, -pulls up chair and makes many bags of popcorn-. Whoever else is ready to watch the flames can grab a popcorn or two to join me.
At th9, they really shine, at th10 they kind of lose steam, and at th8, they are somewhere to be messed around with and learned.
You don't know how to use it, doesn't mean it is useless.
It is the best troops to destroy everything at core with 8-10 valks.
3 lvl 4 valks (level4) = 1 pekka (level3). but heal is better and faster. (14 mins cook time for valk, and 45 Mins for stupid pekka??)
Valks HP = 1200 * 3 = 3600. DPS = 124 *3 = 372
Pekka HP = 3500 DPS = 300
Use jump with her to avoid her to stuck at walls.
From the stat stand point, pekka lvl 3 is useless. But Pekka is definitely a powerful troop.
You can try 12 giants, 4healers, 11 wiz, 8 valks. You can clean up most of TH9s.

Just because people dont use them (and they should really) doesn't make them useless. They absolutely wreck more compact bases and bigger box bases. People just dont use them as they are costly in dark elixer and many people dont know how.
Go look up valhalla use them on youtube. they wreck bases consistently using them.
I love valkyires I'm using them in champs league right now and I'm wrecking people I'm a th10. Bullying other baby th10s.
