The fact that your clan doesn't have high level dragons has nothing to do with the clanlevel. These 2 things are unrelated so clanlevel doesn't need to be added into the matchmaking. I'm in exactly the same situation as you and restarted a clan just 6 weeks ago, we're currently clan level 3 and are fighting mainly clans with level 5 and above. However we've managed to win 19 out of 21 wars because we have structurized our battle plan. The enemie clan has been matched to your clan on defensive and offensive strengh, so in basic statistics there shouldn't be much difference/advantage.
For some clans it's really difficult to find a proper match, so the matchmaking takes long periods of time because there's not many matches available. If your suggestion would be implemented that matchmaking would only take longer and longer as there would be 50% less clans available for matchmaking. Therefor this suggestion would solve one problem but cause another problem.
The best thing you can do is structurize your strategy and as the Dutch say: ''door de zure appel heen bijten''
level 5 issn't that far away, before you know it the tables will be turned and your clan will be the one with the slight advantage.
