Just start a poll under help and support just like u give ads about new videos there... The poll should be about the country who's flag the players want... It wont take much of ur server space.. Just include the flags of countries which r top in that poll and include them in the next upgrade !
I know that flags won't make gameplay any more interesting.. But it will save u lakhs of players cause I have seen several of my friends quiting the game due to lack of our flag...
Keep in mind that this would mean this for millions of players...loading up everytime someone visits someone else's village...I think it'd take more than you think.
