They simply can't fix it. Muting only some specific players would be a violation of our human rights... Just mute them yourself with the mute button, or eventually report them.

Getting muted for no reason would be a violation to our rights. OP is asking for them to be banned automatically, if I got it right(lvl 1 and 2).

It's not just your average mindless noob spams. Chinese global is actually spam bots selling fake gems. I've seen it .... it's insane. Try switching your language to Chinese and see for yourself.

technically speaking, those lvl 1 and 2 account is not 'human', they are computer program automatically posting the 'ad'. if you see carefully those ad you will find all of them have the same content ,with only 1 or 2 character different in the end and even one account can post dozens of ad in 1 minutes , the program work in this way for 24 hours a day . so they are not human , it has nothing to do with human rights.

the report and mute system doesn't work well now, if you go to Chinese global you will find the truth. one account can post tens of ad in one minute, and there are many those account exist , hundred thousands of them , i dont know how many but it is more the you can imagine , as register a lvl 1 account with even on clan castle is too easy.

are you willing to report and mute dozens of account before you chat ? even if you are , the others will not mute them. then you will find when you mute them all you are alone in the chat room, nobody is speaking, because those who haven't mute them is still full of ad in their global, they can't see you message ,.
