Definitely not. You need to have lvl 25 + heroes in order to survive at th10. Keep in mind that you won't be offered any more th8s, so you'll need to farm by hitting th9s and low th10s.
As for walls, its always easier to farm them while being a th9 than if you're a th10, but all lvl 9 walls isnt too bad. If you really wanna upgrade to th10, focus on heroes, put your gold and elixir in walls and once both heroes are done (25 each) upgrade your TH

if you dont war honestly you can do anything even rushing to th11 only if your farming troops are max.
I'd say at least lv20 heroes. Lv9 walls are fine really, heroes are the big deal
Definitely not, I clicked to upgrade to th10 a few days before the upgrade hit as I was fed up with being bullied by th10's and even with maxed out defences couldn't really hold them out. Particulary needed to hold onto de for last few upgrades in the lab, plus needed gold/elixir in big quantities to finish walling, so hit the th upgrade button. Worst thing I ever did, the game has totally stalled for me now with the latest update, can't get the resources that I need to upgrade anything to th10 levels. If it wasn't for the new wall sections and mine, pump, cannon, AT, I wouldn't have anything for my builders to be doing. Stay at th9 and slog on where you are, see if they tweak anything with further updates before you make the jump.
With this update, Fill all your storage first make sure by the time your TH is almost done you have your storages full. Lots of loot in TH10 but you need TH10 farming troops as well.
If you ever wanted to finish those walls or have high level heroes I'd suggest staying a th9. Farming at th10 is significantly harder, and you have a long way to go.

Maxing defences without upgrading your heros is a big mistake. You will need higher heros, (probably no less then 25) before young to th10. Your heros are your biggest asset and should take priority over everything else.
When you get to th10 you will have lots of farming to do to get your camps and lab done, which you will need your queen to farm for.

Th9 maxed full lava but walls lvl 9 are fine... However king going 25 and queen 20 I cancelled the th10 in progress when I saw all the problems appearing with the update.
Before new th10 was quite hard to manage, you have a monstruous need for elixir, and guess what? Yes, it's much harder to find, and all those th11 wants some too, so we are going to struggle to get few, and we'll loose hard as soon as we have some.
I'm staying 9 and hoping for a better game, if not I'll switch to another one.
