I believe there are 3 main changes that should be made to the game in order to make it better than the pre and post update versions. They are:
Town Hall gives a 12 hour shield, no matter what percentage of the army has been deployed or the percentage of the village destroyed. The maximum amount of loot available from the town hall will be slightly decreased.
All loot bonuses are increased by 50 to 100 %. Maximum loot will be achieved at 50% damage.
Defending loot bonus - percentage of base left multiplied by the bonus for your league. Bonuses would be about 67% of the attacking loot bonus for each league. For attacks of less than 20% damage, no bonus is given.

I agree on a lot of these points. If however there is no possibility of us returning to a 12 hour shield from town halls perhaps to encourage good bases people who use more than 90% of their army composition but get less than 30%, the defending base should get an automatic shield as well. With this it may encourage dropping trophies so I agree with raising loot bonuses, but particularly at the top end (perhaps by 150% while for lower leagues around 50%). I also agree with reducing the maximum % needed to get the full loot.
I really like the defending base idea, but I believe those who get less than 20% should get a defence bonus if the attacker uses the vast majority of their army composition otherwise no bonus.
If I may add another idea I heard some time ago is by increasing collector loot according to level, an increase of 1% per level so level 100 would get a 100% increase for example. This may also help the current situation at hand too
