They don't need to bring th sniping back. It was a good move removing it, they just handled it in the most godawful way possible. Drop the % of loot that can be stolen from storages, up the league bonus, then leave dead bases alone so that source of loot is available again and the majority of the loot problem is fixed.
I say make dark elixir storage the new town hall.
My guess is if you eliminate the "free" part that nobody will want a shield so badly.
...but with time value.
Keep the TH snipe in, but drop the shield awarded for destroyed TH+destruction <15-25% to 3 hours.
That would serve the purpose of what war clans use the shield for (protecting CC troops before attacking in war), and give most farmers a short -term shield they need while stepping away for a short bit.
It prevents the long-term "hiding" by the rumored shield-riders, by putting their base back into the attack queue. Leaving the TH out would require 4x as many attacks for the same shield shielding period as getting 1 starred would.
Many farmers could live with that risk...
