Adding either more mines/collectors and/or levels to the highest TH levels should be a no brainer. One extra mine at TH10 does not offset the higher upgrade costs, nor the amount of loot available to be lost in an attack.
A significant league bonus increase. (Normal people's definition of significant.) Doesnt have to be a massive increase.
Some sort of league perks to encourage players to go up. (Plenty of suggestions on those.). It's pretty easy to make a profit on elixir in the higher leagues - allowing players to attack quicker and/or reduce army costs in higher leagues would multiply that profit to a reasonable upgrade pace.
A lot of good ideas here..... how about a few different obstacles? Maybe a boat washes up on shore once a week and is surrounded by random chests with elixir, gold and De?
Where's the frick'n loot now? Increase loot bonuses by 150%!

Dead bases would end all shortages
For me finding elixer as wel recooperating elixer isn't an issue with high army compilations. However the training time bound to this compilations Costs me 2 hours , im actually losing elixer by being attacked more then i can attack myself. So significant reduce on time of troops as well as spells would make a world of difference.
The other one which can be a win win for supercell as well as us. Is a refund of elixer after a raid, based on percentage like the league bonus. This way its actually affordable to play "the way it was ment to be played" even though it will still cost you hours to compile a decent army
The third is open de pool of dead/inactive basis. It was not like pre update you would find a million anyway.But when you did it definetly made up for your potential loses. Narrowing/removing/excluding them from the game in combination with the inability to farm with lower army compilations causes a puddle of elixer slowly being drained dry. With the option of just stealing from active players they have placed a set amount therefore your just rotating currency amongst each other. Eventually becoming lesser and less..just not enough fuel to get that engine starting
