From what I know it's a fallacy. There have been two different surveys of loot (neither was about elixir specifically) and both showed people have more elixir than Gold. I just nexted through 30 bases quickly, and there were more bases that had more elixir than gold, than bases that had more gold than elixir. On what measure are people making the claim of an elixir shortage? Sure, some people are raiding inefficiently and losing elixir, but if it's not even to the extent it's reflected in storages then is it really a big deal?
