I think he used a number just to basically apply the law of supply and demand, no need to get aggressive. Basically he's saying if income is better then supercell done is job. If it drops then adjustment needs to be made.
The point you are driving at: that companies make decisions based on numbers (targets and actuals) is not a novel concept. The rest of this lengthy post is a dramatisation dressed up with arbitrary numbers that give the faint illusion of being data.

You just incorrectly stated 80% of all statistics are made up. This means you are most likely making up this statistical analysis of statistical analysis.
I will say it is statistically improbable your statistics are correct, maybe the OP had it right, al though I didn't read past sentence 3
Imaginary numbers or not...I agree with your sentiment this seems to all be centred around maximising income rather than gameplay.
