All in-active bases with decent loot in their collectors shifted down since the last update.
Previously, the sweet spot was 1600 trophies, now I believe it has moved down to 1200 (Between 1000 and 1300, or the entire silver league). It may get lower over time, given most bases in this range still have their town-halls exposed.
Barch still works fine in this league, but the primary issue is farming Dark Elixir. You can try the bronze league, but search times might get annoying.
