I guess that you are talking about the loot that is higher than the capacity. This happens due to clan perks, he was in a clan, had maxed loot with perks and when he left the maximum capacity got lower.

Do not report, the guy was simply in a clan that was level 8-9 and had max loot then went to a level 1 clan so it shows over. Just because you don't understand something, doesn't mean you have to tell on them like a child.
