To OP - I would go to town hall 11 if I were you seeing as new hero only needs elixir, so you can continue to focus all your DE on BK and AQ after easily finishing Minion 7 & Witch 3.

Gem the new troops ? Or resources for them . You've waited a year or 2 or 3 to get where you are at , what's 2 more weeks of the upgrading of the th? Gem the lab maybe . You are probably better off geming all your drills, extractors etc. Gem barracks post upgrade since you won't have snipes.
Gem troops to your clan members .
Gem the new camp or cc if available. Gem the new spell factory if available.
