How much does each cost?
I would get the Queen.
The queen costs 40,000. I would get the queen, same as getting a new defence rather than upgrading a previous one, it gives you more offensive and defensive than an upgrade.
Get the queen. She is tremendous. Often she is the last unit left alive and my healer keeps her topped off. You can use her battle after battle. An extra level on the BK does not come close to the return you will get with the AQ.

Archer queen definitly she's amazing.
You'll wonder why you thought the BK was so cool once you have the AQ. I use her every single battle, especially when resource raiding.

The Queen and King combo is unbreakable.

In general, I would get every building I can (including heroes) first.
The reason is that the more buildings you have, eventually you have to redesign your base. If you redesign your base without all the buildings, you are just doing a lot of work for nothing.
