I would say you aren't using them correctly by what you said. I have Lv2 minions and usually use 12-15 of them per raid. I find them useful for taking out an archer tower, cannon or AD. I don't send them all in at once. One first to test for balloons then the rest. I don't use them against wizard towers and rarely against teslas. They are also not my primary troop.

You guys hate minions dont get the concept of BAM army.
I use BAM because:
1- It is the fastest army to train
2- I can clean the mess of barch and hit 50% for bonus
3- most important role: I can reach storages over walls!

You should trigger Air bombs with 2 minions then send 6-10 minions.

You could be forgiven, being as the OP said both hogs and valks are useless, but this thread was before that lengthy patch in the middle where hogs were invincible.
