Supercell has decided not to add any more flags.
It becomes clear why when you take apart the words
Waving the flags creates (f)LAG(s)

Here is SC's official statement regarding this topic.
We'd love to include all the national flags of the world, but doing so would take up the necessary space required to make Clash such a comprehensive, and smooth flowing game.
Due to the massive amount of flag requests we receive, we might not be able to add each and every one to the game; but, we will certainly do our best to feature new flags whenever possible.
Read the stickys first, new flags are already ruled out.
