I have max freeze and lvl 2 jump.
Kb lvl 19
Queen lvl 15

Would I be able to 2-3 star this base with the all witch 1 golem combo. If u think it's not possible plz give out another strategy

That base is a prime candidate for mass witch attacks. Especially great is how you could devote 15 camp space for giants which could distract the wiz towers/mortar combo that are so close to the edge of the base. Beyond that the use of single target infernos means you don't need freeze spells at all and can actually use heal on your witches if they get splash damaged.
