it may be currently ruled out but also frequently requested, and there's really no good reason not to do it other than it may be relatively complex to code and they've got other things they'd rather focus on first.

that's one of the things that always bothered me with the ruled out list...there really needs to be one list with explanations for ideas that would actually be bad for Supercell and/or the game and are therefore basically permanently ruled out, and another for "we hear you, we just don't have the time or resources right now."

The idea is ruled out, because unlike saving a base design, this would require much more server space, and would lag the game. Imagine having a full army of barbarians in a TH10. Now imagine one twice the size, one for your army, and 1 saved. Now, multiply that second number by 3 save slots. Now, multiply again by how many people play clash. Now, if would be like THAT much server strain, 24/7. (Give or take army size, if your camps are full, ECT)
