Is supercell ever going to make different ranks in the clan in case the leader becomes inactive? Second in command would take over control until the leader comes back and has abilities to demote co-leaders? Good idea or bad?

This can potentially be a bad idea. If the leader is inactive for more that three months then the clan can contact Support and they might promote the longest serving co leader. This could be used as a workaround until SC finds a way to implement something fair.
Blizzard did it for World of Warcraft.

No problem, just keep in mind that they will have to investigate it first and then they MIGHT be able to do something, plus you cant choose who is going to be the new leader.
