As a finnish guy- It's hard to find new members to a clan that is only for finnish players. There is not many players from little countries like Finland in the global chat. So, a local chat could help a lot making a local clan. It would be in the same section with the global chat and clan chat. There finnish people could find other finnish people, italians italian people and so on. I hope some day this is added. This would be very useful.
