Repair the town hall before going to battle

I am fed up that some players are not repairing there town hall before going to battle. The supercell company should generate a new rule that if you don't repair the town hall, you can't go into battle. Otherwise it won't be fair on anyone.

what do you mean by repairing the town hall? as in letting it automatically regenerate?
this only lasts a few seconds so I don't really see an issue with it...
