i know i was 3 starring max th8s long before the earthquake came along with 95+% success as it was a broken attack for anyone who understood dragloon mechanics. earthquake just makes it super op because you don't have to choose between 3 rages or 3 lightning. because you essentially bring 3 lightning( 2+1 earthquake) and a rage

Early TH8 is all about dragon attacks. They will likely feast on AD555 and less, which should be fairly common for you, especially if you just turned TH8

Once ADs start reaching 665 or 666, etc, you really start moving away from dragons, including EQ-light...

While you are warring with L3 drags and such, the next troop to max is probably hogs. L4 hogs, at TH8, is probably the best overall war troop. Then, you'll also want to upgrade your Dark Barrack to unlock Golem. You don't need them to be L2 to execute a GoHo on max TH8s, but, of course, it helps. Note that if/when you move to GoHo attacks, you'll also want L5 wizards, but, for straight hog runs, L4 are just fine.

Then the same thing goes if I say that "Dragloon is meant to be a 3 star strat". Technically this is a stalemate.

Don't get me wrong, I'm on both sides. In the right hands and on the right base, it destroys. In the wrong hands like you mentioned and on the wrong base, two stars, or heck, even one star, is the result.

Dragloon was and is always a pretty powerful attack strategy. It's just not as reliable. Same with every other damn attack strategy no matter what it is. (Excluding th7 and below). Some may have a reputation of a better win rate, and some may just be a better attack strategy, but you can't always just grip and rip at a base and know you're gonna 3 star.

3 star strategy: Relies on skill/timing with specialized troops and deployment strategy in such a way that if it works, you're likely to get three stars, but if it fails it will fail miserably. At TH9, these are your GOHOs/Laloons/GOWIXX with backend loons/hogs.
2 star strategy: Drop a cookie cutter army on some base the same way every time and have a great chance at two stars, and a chance at three on a bad base. Dragloon couldn't fit into this definition any better. At TH9, these are your cookie cutter GOWIPEs and GOWIWIs.

Its easier to define what attacking attitude is required at TH9 than TH8, but the TH8 dragloon mindset is much closer to the two star strategy mindset (fire a bunch of dragons and forget about them) and gets the appropriate two star results (if even) on max TH8s.
