Switching dragons with hogs level 3 just means taking one overpowered unit and switching it with another. You would then be messing around and balancing the traps etc probably need another mortar level or wizard tower to compensate.
Messing around with damage stats / space / troop level etc will have way too many repercussions that will mess things up completely at present you have one issue the dragons - so you have to think of something that is non evasive but affects the dragons and that ultimately is the battle time limit.
The only other thing I can think of that might make things a hell of a lot more interesting is that you make the airsweeper a hidden trap.

I don't quite remember what all Town Hall 7 has access to defense wise, but I remember being dumpstered by dragons and blue pots all the time. I just made a thread talking about redesigning the Town Hall Buildings among other things that I think pertains to this.

I think the addition of the little tower on top of Town Hall 7 and above could tip the balance and make it slightly less in favor of 10 drags dumpstering all the time.
