    Correct me if I'm wrong, but I do recall that if the person who is accessing your account backed up the device (including the Coc App data) that even after a successful ownership verification, they just have to restore the device to a previous backup and they gain access to the account again. I believe this to be the case with iOS, not sure about Android.

    This can happen when you've sold an old device without doing a factory reset, or possibly a sibling, relative or your BFF did it to mess with you. Or whoever stole your phone. The fact you were able to retrieve it means it was someone you knew. S/he is the culprit, s/he linked your account to their device.

    Help them a little to send a coherent story, well articulated, easy to understand. I hope they can look at it with another eye.

    A police report any proof that your phone has been stolen. The messages. Whatever abuse that they have done to the account.
