How would "equal defensive strength" be calculated? If it's using the war algo what would the parameters be?

It seems like a way to challenge/accept duels from a clanmate would work better than trying to match people up. It would have to occur outside of war though (you couldn't be in a current war). Otherwise people would just post an opponents base as their own in order to let their teammates practice.
Given the number of clans who run constant or very brief break wars, it seems difficult to fit this in anywhere. Either way, I think a challenge/accept premise would work better than just matching people up like wars do (because within a clan, who knows how many matches you could even get).
