I would like to suggest that war loot be allocated on the basis of stars earned, similar to the method used to award trophies while farming. A 3-star attack should earn the maximum amount of war loot. A 2-star attack should earn 2/3 the amount that would be awarded to a 3-star attack, and a 1-star attack should earn 1/3 the amount.
I believe this method will encourage players to improve their war attacks, while also rewarding those who work hard to ensure their attacks are 100%.
