SC has already stated that the feature is strictly limited to one time only due to account security reasons.
No, as doing this can be abused to avoid things.
Such as an account ban for a name.
If you get banned and then change your name using gems you'd be able to avoid it therefore ban evade.
Bad idea especially for clans who are trying to NOT have certain players in their clans due to specific reasons.
