No you have to wait until the update comes out.
SC updates on tuesdays. boom beach got hq21 on tuesday, im assuming this tuesday or next tuesday as their games get blocked into weekly updates following eachother.
Town Hall level 11 was released at ClashCon today along with some other features included in Town Hall level 11 such as a mystery hero exclusively for Town Hall level 11 as well as a new defense exclusively for Town Hall level 11.
The only relevance ClashCon had with the update was that there was an announcement of a piece that will be included in the upcoming update, see above.
You will be ale to get Town Hall level 11 once the update is officially released for both Android and iOS. Before the update is released there will be sneak peeks that build up to it. So once the sneak peeks start to happen, stay tuned. The release date for the upcoming update has not been released, you'll have to wait for the sneak peeks to get a general idea when the update will happen.
