I have been playing since August shortly after the game made it's world wide release. I have had 5 builders since September. I have done my best to keep those builders busy. I still have Level 10 mines, Level 10 collectors, Level 9 archer towers, level 5 air defense, no spells researched in the lab (working on level 3 healers, then all troops will be maxed), 2 level 9 barracks, 1 level 8 barracks with 2 days to go, I have about 4 days to go on my level 6 tesla upgrades, and I'm just now putting the finishing touches on my level 7 walls (3 pink segments left).
That means I still have 6dx5 + 5dx12 + 8dx2 + 6dx3 + 4dx3 = 136d of building + over 15m in gold for buildings + 100m gold in walls to farm. Assuming I hold one builder back to work on walls 136/4 = 34 more days + time left over in the lab (although if the lab is all that's left I'll likely upgrade).
I have not upgraded to TH9. That means I still have tons of upgrades left when I do. If nothing changes I still have basically months of upgrades left and 100s of millions of gold to farm. I have more builders than many and have played longer than most.
I also play a lot, although maybe not as much as those that have farmed level 8 walls. I find it very very hard to believe that anyone has maxed their base without using gems. In fact, so hard to believe, that I say that anyone who states otherwise is lying. I also find it unlikely that Supercell, unless they stop development on the game, will cease to release updates such that I will catch up. I mean a big update is coming. One that we have reason to believe will have another level of walls among other things.

Assuming perfect play with 5 builders at the start it'll take over 7 months to max out everything (I'm looking at a target of maybe 8 months myself). The game has only been out for 5. It's possible that some people who were playing during the beta period might have maxed their bases maybe. This represents a very very tiny fraction of players.
In the unlikely case that I do manage to max out everything, I will try my hand at gaining trophies for a while. I imagine that'll keep me occupied for another month or so. Assuming nothing changes, I'll likely quit until Supercell releases more content.
9 months is a long time for an iOS game...really it's a long time for most games.
Some people are trophy chasers, they enjoy the thrill of the hunt and the challenge. Other people, like me, are builders. I derive fun from the game by doing upgrades and making my base stronger. I don't care about my ranking relative to others because I know that no matter what I do I can never even get near the top. I am not willing to put in the 100s or even 1000s of dollars necessary to do so.
