SC will not be adding new flags due to server limitations.
Here is SC's respond regarding this issue.
We'd love to include all the national flags of the world, but doing so would take up the necessary space required to make Clash such a comprehensive, and smooth flowing game.
Due to the massive amount of flag requests we receive, we might not be able to add each and every one to the game; but, we will certainly do our best to feature new flags whenever possible.
