Copying layouts will save time but will kill or weaken base designing and promote laziness, just copy your clanmates base layout or the base layout of someone you attacked and didn't manage to win against his base in one second.
As lvl 4 pekka for TH 9. I think th 9's offense is very powerful for not being the last town hall level in the game. I would keep it the way it's.

The first idea would just be a straight up waste of code and make already rampant bases even more rampant. And what about traps, too?
As for the second idea, GoWiPe is very balanced at TH9. No need.
