    There's a solution for that as well.

    Assume each troop/spell is assigned a offensive weight number according to their level. Upgrades which are available at higher TH always have more weight than upgrades from lower TH. Compare all the weight numbers for all troops player has unlocked/upgraded, pick the highest one and use that for offensive war weight calculation.

    So lets say:
    balloons 6 have a weight of 40
    barch 6 a weight of 30,
    giants 6 a weight of 35

    Then a TH9 with only balloons 6 would have a offensive weight of 40 while a TH9 with both barch 6 and giants 6 would only have weight of 35.

    Again this favors players which upgrade all their troops evenly.

    A base should have a higher weight if they have all troops upgraded compared to a base that just has some troops upgraded. You can't know what the player is going to use, so weights have to be based on potential. Just because I have level 6 balloons doesn't mean that I am going to use them in the current war, but I have the option to use them, so they should be counted. If I don't have level 6 balloons, or I don't have max hogs, whole ranges of attack strategies are not available to me.

    It's the same for wall weight. Walls have 0 effect (or little effect) against air attacks, but if a TH9 has all lava walls, it essentially eliminates the whole range of ground based attacks, with the exception of hogs, therefore they are a very powerful defense.

    The problem with that is then people would engineer their upgrades, to try gaining an advantage.

    My solution is simple: Force everyone to upgrade everything evenly. Then everyone would have the same potential at the same upgrade level.

    If you have level 6 balloons, then you should at least also have level 4 hogs, level 2 golem, level 6 giants, etc. If you don't have those upgrades then you'll be just hurting your options. And if you do then you are on the same playing field as other people which also have level 6 balloons and all those upgrades as well.

    Players should strategize with attack armies and base layouts, not with building/lab/wall/hero upgrades.
