I assume you're talking about war matchmaking. War matchmaking uses both offensive and defensive strength to match clans. If you just used TH level it would help eliminate some of the war "engineering" strategies that can provide clans with an advantage, but we would then have clans that only allowed fully maxed (or near fully maxed) bases, which would still give them a huge advantage. Of course, it would also penalize rusher even more.

I don't think it can be that simple.
Rushed bases would be effected. People upgrading to a new TH likewise.

One thing they could do is increase the war weight of TH in the war match making search. It doesn't have to be by a lot as there are a wide range of "strength" at various THs but it shouldn't have defenseless TH7 with 200 camp size, L2 Dragons, 20 CC, and an L5 BK being matched with TH4s and 5s.
One idea might be that your war weight of your base is never less than a fully maxed TH 2 TH levels below you. Might not be perfect but it would set some floor at least.

All these things(rushers and new TH lvls being at a disadvantage) still not as bad as having to attack a higher th lvl on a mismatch. Also the current matchmaking is already exploited by defenseless and hybrid bases that only focus on offensive strength while remaining low in match placement.
If you're worried about clan diversity, good clans are already limiting their roster to players with maxed troops and good heroes anyway.
I am not so sure it broken as much as could use a facelift. Of the 50 or 60 wars (guessing) that i have been in, believe only like 4 or 5 were outmatched. And a few of those we still won because they other clan was bad at attacking. Either way, with the addition of clan exp you still gain exp even if you lose. So,is still good for the clan to have played
My idea:
Let's say for a moment defensive strength is scored by a number from 0 to 100. Let's also say there's an corresponding offensive strength score which also goes from 0 to 100. For each village calculate both, then pick the higher number and use it for war matchmaking.
This system would specifically punish players which don't balance their offensive and defensive strengths.
