If this is indeed true, the SC folks will be able to determine by looking at trillions of lines of server code. Have to identify patterns, then implement a fix, then punish the offenders, etc.
It's kind of like the Volkswage Diesel "♥♥♥♥♥ing" on emissions that just came out. The cars have the software in them, but... how do you disable, correct, fix, etc - the cars still have that code in them, it's just a matter of time before government entities find a work around for it.
