If it is zero stars to zero stars the total destruction would be the same. And in that case Supercell cant do anything to break the tie. So there would be no win nor loss. Just a tie. The update didnt get rid of ties, just made them much rarer

OP: This would be a pretty fun war to be a part of...where the bases are so hard that getting the highest % is the goal, and getting a single star would essentially mean victory.

Zero stars is still zero loot though irrespective of who wins draws loses...
Not usually it wouldn't.
Zero stars can be anything from 0% to 49% destruction on any given base.
